We need to get the hard one out of the way first.  Let’s just treat this like a normal subnet.  The usual rules do not apply.

We can use the 0 subnet on the third octet as long as we have some bits turned on, on the fourth octet.  Unfortunately, you have to think in binary to understand this example.
